I'm currently keeping track of small details, such as buying a grappling hook, rope, fishing items, backpack, bandolier, etc. and selecting an outfit based on the 10gp or less rule. Should I be drilling down to this much detail for my character or is it safe to assume the "basics" are taken care of?

Other players have been playing the basics, so I'd go with that.
As a side note. When the game kicks off, I intend to up the prices of certain things like accommodation and food, making the gold coin more like a dollar, or rather the pound coin. (The basics may also increase in price, but for starting characters, use the CRB to buy stuff.)
Pries may vary depending on where you are, what season it is etc.

So I could safely assume a non-specialty outfit for my character, a canteen, and those sorts of things are taken care of? I'm also planning on a bandolier of shurikens and caltrops... though that only ends up to be a few GP anyway.

I rather you bought them from your starting cash if they are over a 1GP. Just because thats what the others have been doing up till now.
Anything with a SP or CP price, assume you have it, but GP, buy from your starting monies.
Like I say, a lot of the SP and CP stuff will increase once in game.
